Godfather would have to go pretty close. Looking at the list, the 70s had some amazing Best Picture winners. The gap in quality between the 70s winners and some of the crap that won in the 90s is nothing short of hilarious.
70s winners: Patton, The French Connection, The Godfather, The Sting, The Godfather II, One Flew Over the Cuckoo's Next, Rocky, Annie Hall, The Deer Hunter, Kramer vs Kramer 90s winners: Dances With Wolves, Silence of the Lambs, Unforgiven, Schindler's List, Forrest Gump, Braveheart, The English Patient, Titanic, Shakespeare in Love, American Beauty

The 70s was probably the best decade where awarding best film is concerned. In the early years, the Academy liked playing it safe and so didn't give too violent films oscars. James Cagney was so brilliant but got an oscar for only Yankey Doodle Dandy for example and not for any of his mob films. The academy is over rated. Citizen Kane didn't win best picture hey.
The best movie to have won the best film award is probably Godfather. However, my favorite from the ones I have seen is The Sting. Do see it if you haven't yet.. The best con movie I have seen.

Forrest Gump - overrated. It was a toss-up really. And I don't like Tarantino, so I'll side with the Gump. It was an era of spectacle. It makes perfect sense that Titanic would win.
