Could we make a slight exception and include Indira Gandhi? She does somewhat fit in there!

Not my idea, truth be told. And Indira Gandhi was a dictator during the martial law phase, but I'm not sure if she has racked up the body count needed to be on this list TBH. Let's see what others come up with.

All added. The 20th century is being over-represented atm. The classical times need to come to the party. I'd add people like Genghis Khan but the dude wasn't half bad.
