People critising his article are sorta missing the point; it's not an article which is trying to suggest practical solutions, it's a plaintive attention-getter. Tauto's well-connected (ran for Grey as a Labor candidate, was ATSIC zone comissioner for SA years ago, etc.) so if there's one bloke who knows whether Nungas are part of the political conversation behind the scenes, it's him. Definitely not an advocate of just more government spending either, has a bent toward stronger evidence for policy. Not at all popular in some Aboriginal circles for that.
