I think it should be a modified version of this.

Only those who actually pay income tax to be allowed to vote !

WOW !

- The voters would be single digits of percentage of population.
- Those who are keen to vote will have to get out of dealing in 'black money' which will mean they will have 'taxable' incomes hence revenues will increase.
- Number of women voters will be miniscule.
- Communists will be wiped out.

New changes proposed to the Indian constitution :-

1. Criteria for eligibity to vote : Age must be 30 years and/or above.
2. Criteria for being allowed to tell elligible voters as to what they can and/or can not do : Age must be below 30 years
