I'm pretty sure there's a child protection law around somewhere to cover the first one but they are perfectly entitled to give a 5 year old a glass of wine or something at home.
As for you drinking at 17, the official government policy is that there is bound to be about a 2 year leeway. Hence lowering the age to 16 would actually mean 14 and won't happen.

Im pretty sure I must be in one of the most strictly enforced areas in the country .. We have had a whole load of drink relate stabbings and bottlings and all sorts in what is usually a really quiet place. And the authorities have gone crazy, probably because there isnt much else to do..
They even insist on ID'ing people they are pretty sure are over 18, just to make doubly sure, so people who just "look" old aren't spared... Now my mate can't even serve me a coke because of the potential problems if I am "caught" standing up at the bar. Mad, but understandable in todays era..
