Simply put it is a virtual simulation league. The Development is basically the domestic league through which we select players for the international team - the CW XI. Read up on it here.

Statistics and averages compiled for hundreds (yes) of World players, and run in SR/ITC/HODI sim programs... see the CW downloads section for more about them.

yep just as liam and neil said it .. and the scorecards are used for calculating and averages etc
Basically it would be like CWXI would be the international team eg New zealand , playing all other test nations and in various other ODI tournaments etc that are pre orgranized
CW 'A' would be like the development team for the future players for the CWXI eg could be like a New Zealand 'A' squad ..this team plays against other 'A' teams eg New Zealand A , Australia A etc
and the CW 'B' Squad is like the further academy squad that gives players chance to improve and get promotions into the CW 'A' Squad..
