Poor idea IMO.
Sides with weaknesses in some areas (fast bowling depth etc.) shouldn't be allowed to just get a player on loan from another club to solve their problems.

It happens. And the system has been in place for a few seasons now.
It's not like you're stealing players from another club. It's a deal that is made where a club loans a player to another club. In essence the player can get into some form for his home club, even though he/she is outside of the playing XI. Because unlike grade cricket, runs scored/wickets taken when on loan do count toward form ratings.
