No, that's just a list of what number the retentions were drafted. There were more than 10 teams, so rounding won't work.

Eds is effectively right. Philander was originally picked in round 6 but due to their being another team this season he has effectively been retained in round 5.
Round 1 = 1-17
Round 2 = 18-34
Round 3 = 35-51
Round 4 = 52-68
Round 5 = 69-85

Nah I think Eds means that if we end up with 16 teams then pick #17 is a Round 2 pick but if we had 20 teams then pick #17 would become a Round 1 pick now, regardless of when he was picked originally. Which is how it should be in the event of expansion or retentions will hold an advantage far beyond that of merely any improvement a player has made.
