Perm, just to say that you have to bowl 10% of the overs. Darren Sammy bowled only 9.75% of the overs so it has to be Dwayne Smith who gets the most economical bowler.

There would of have to have been 32 overs bowled for Sammy to get the most economical bowler.

No, there would have had to been 32 overs bowled for Sammy to bowl exactly %10 of the teams overs. As it was, there was less than that which means he bowled more than %10, so unless my maths and logic are deserting me (which they well could be), then Sammy is the correct answer.
