England: CWL Parker.
He hardly played for England and was not even considered Test class. How you rate his as England's best spinner ever is beyond me but of course the patronising, up himself badgerhair is always right.

If you were ignorantly selecting him on his county record then pick Hedley Verity, who was also an outstanding Test bowler.

Maybe even Subhash Gupte
IMO Subhash Gupte is overrated.

Look at his Test record against the best teams of his time:

v Australia 3 96.3 263 8 32.87 3/89 2.72 72.3 0 0
v England 8 326.4 903 24 37.62 5/90 2.76 81.6 1 0
v West Indies 10 642 1716 49 35.02 9/102 2.67 78.6 4 1

And against the worst:

v New Zealand 5 356.4 669 34 19.67 7/128 1.87 62.9 4 0

It appears that he was not the bowler some people like to believe and only has a good Test record because New Zealand were so weak. Even then his record is still worse than a number of other Indian spinners. I would pick Kumble, Bedi, Chandra, Hardhajan and Prasanna above him.

The question didn't mention that they had to have played a lot of Test cricket though, so CWL would be up there as an Englishman.

I'll mention Derek Underwood seeing as Emburey has been endorsed.

If they did not play much Test cricket then they were obviously nowhere near the best of their time, leave alone the best ever.

I was looking at asking you to justify picking someone with 18 Test wickets @ 57.05 over someone with 46 @ 31.60...
