The opposite of these rules? Batting average has to be at least half of bowling average, must have taken X amount of wickets

How would you define "no specialists"?

A ratio of 2 matches per wickets for those in the top 7 and a bowling average that doesn't exceede their batting average by 10 or so runs. For frontline bowlers it'd be something like fewer than 4 wickets per match and a batting average qualification. Something like that.
