A reminder: Retired players aren't going to come out of retirement and the player you select must have played in 2018. Players injured/banned current situation should be taken into account, but while the aim is to have a decent side 1 Jan 2019, you should be trying to build the best team over the next 2-3 years.

Technically Herath is available as he has played in 2018 and hasn't retired yet. But does he fit the above? I would rate him really low value when I pick who I think is the best squad.
