Taking the new ball isn't about being quick at all. If anything it's the opposite. The quicker bowlers often do well at 1st change (eg. Brett Lee, Pat Cummins), taking the newey is more about swing and seam movement.

You wouldn't see the Lankans give Dilhara Fernando (140kph) the new ball over Chaminda Vaas (120kph), because Vaas swings it with accuracy. (Yes I'm over a decade off with my analogy)
