Teams in each tier can only play amongst each other. So WI have to play with themselves, like their Board has been doing for decades now. Teams in each tier play home and away against each other. At the end of each home and away rotation, the best ranked team in each of the lower tiers gets the honour of traveling to a Tier 1 country to get belted before going back home. In the sad event SL tops Tier 2, the Tier 1 side they are meant to be playing has the option of vetoing the tour due to lack of interest.

England ranked way too high there. In the last few years they've lost a home series against SL, only drawn against NZ and Pakistan at home, and lost tests!!! (Drawn series) in the Windies and Bangladesh. Apart from Stuart Broad in the Ashes and beating South Africa B, what have they done?Should be four tiers as follows:
