Viv not based on just his career, but because of the explosive nature of his batting, which for that top tier, is utterly unique.

And yeah, I don't really need to justify why Tendulkar's test accomplishments are enough to rank him higher.

I would bump up Steyn a level but that is a minor quibble.

imo Tendulkar, Lara and Sanga belong in the same tier.

I rate counter-attacking batsmen higher than grafters.

Tendulkar wasn't a grafter like Dravid/Kallis, but even Sanga countered more than him.

Ive always rated players thusly:

ALL TIME GREAT: sure in for their country's all time Xl and on the short list for an ALL TIME WORLD XI

GREAT: in the running for their country's Xl as well as an all time Xl but usually fall somewhat short (lack of stats, gut feeling etc)

VERY VERY GOOD: just short of great. Maybe considered for their country's second or third XI

VERY GOOD: Definitely a good player but fairly short of being great.

GOOD: Just making it in their respective trait.

For better or for worse there are stats associated with the above . To be a GREAT or above you HAVE to average above 50 or below 25 for fast bowlers (below 27 or so for a spinner). There are a few exceptions.

To be considered VERY GOOD to VERY VERY GOOD anywhere below 50 but above 40. For fast men between 25 and 30 (spinners 28 to 32).

Lastly to be just GOOD as a batsman you just need to average above 40 and for a fast man around 30 or so. For spinners <35.

People are using the SC2 ranking system incorrectly, almost all of the batsman/bowlers named so far should be Platnium and higher. Gold to bronze should be resigned for guys who were never test class at all down to total spuds.
