It would be legal.

The return crease no ball only applies to the back foot, which cannot touch that line (it can be over it and raised).

I know a SLA bowler whose front foot lands outside the return crease when he bowls round the wicket. As his back foot doesn't transgress the delivery is legal.

To increase the angle into the right-handed batsman and accentuate any movement away.
It will have to be an awkward action. He has to have an action like Andre Nel while bowling over-the-wicket and like a right-handed version of Sohail Tanvir while bowling round-the-wicket. I wouldn't suggest such actions to anyone.

LO cricket does have a lot of bowlers bowling the occasional wide of the crease delivery more so if they were to accidentally come too wide it's somewhat of a chance
