To be fair Shakib is Bangla's greatest ever player.. no one even remotely close.. Not saying his behavior is warranted but his actions are more understandable in that light and the Bangladesh team's overall uselessness..

What other country had the best all-rounder in world cricket while having no other player that could make another team's XI?

Cricket boards should take a leaf out of the NZ and SL boards' way of handling players making $ as T20 mercenaries.. Lasith Malinga went from potentially SL's greatest ever Test fast bowler to fat T20 mercenary but SLC rolled with it.. he won them a world cup afterwards.. The SL board gets 10% of whatever players make in franchise T20 cricket afaik.. The NZ board is also similarly liberal when it comes to player choices - realizing that they are there mainly to make a living.

Compare that with how the WICB treated Gayle and more recently Narine.. and how the ECB **** on Pietersen for considering IPL and now the BCB and it seems clear that this "you must make the training camp" BS doesn't/shouldn't apply to everyone anymore.. Just be realistic - does Shakib really need a training camp? He could put on 20 pounds and play better holding his crotch than half the team..

NZC and SLC have the advantage of strong advocacy from the players group.

Guys like Kumar Sangakkara aren't going to put up with bull**** from the cricket board, but at the same time they've made it very clear that playing for Sri Lanka is the most important thing. So what you have is players being given the freedom to make their choices because the culture is a good and everyone is on the same page.

Indeed, hence his anger when SLC questioned his desire to represent Sri Lanka when given the choice to play for his local side or his IPL side in the CL recently. On the other hand, SLC refused to allow Thisara Perera to play in last year's BBL despite no national team schedule clashes on the grounds that he needed to work on his test game, so in some situations and with some players cricket boards can afford to take a hard line it seems

Hasan, however, said the NOC issue was the tip of the iceberg. Without going into details, he said the board had learned of several incidents building up over the last few years, which he termed as "cruel". One such example was the assault on the spectator who had allegedly harassed his wife during the first ODI against India in Mirpur.

I don't think it's ever about "He could play better than everybody else in the side without participating in the training camp" and arguments to that effect. It's about

a) Doing the best you can, and everyone knowing it that you want to do the best you can for your side; and
b) Helping other players become better at the camp; i.e. being a team player. That is as much of a responsibility as personal training and growth.

So Banglas go from worse to worst then. I am sure the NOC rule will get turned down as he will have to play in IPL next year.
