Well, there are lots of ways you can answer this particular topic.

Firstly, by his action you would think that he is chucking, but he does have a problem with his arm, which is that he can bend it straight.
So there fore that results in his action being a sort of chucking action, but he cant help that so. But he is a very successful bowler and his problem is causing him to be able to bowl exellent wrong-uns and oth special deliveries, so would you say that Murali is a chucker or he is not a chucker and everyone should just leave him alone? :alien384:

Sort of chucking? You can't be sort of breaking the laws and sort of obeying them.
And the deformity that causes him to appear to be chucking, to those who don't watch properly or don't read the rules, has nothing whatsoever to do with the deformity that allows him to bowl his off-break and top-spinner in the way he does. The double-joint in his wrist and the bent elbow are different deformities.
