Don't know whether it's fair to ban him but he's held up every draft he's been in for the last four seasons, something that is getting a little frustrating

He's penalising himself.
I reckon if you time out, and you still haven't picked by the time your next pick (next round) comes around, you shouldn't be able to take the pick you missed until the completion of the entire draft. |

True.
But neither is waiting for a late bus, being putting on hold by Telstra ("your call is important to us"), being stuck in a traffic jam 15 minutes from home, a delayed flight, being stuck behind a slow driver in the over-taking lane, taking the day-off work for a tradesman who never turns up, and waiting for your girlfriend outside a movie theatre when the movie has just started. |

The best thing to do is not give them an extra 12 hours or whatever it is for people who still haven picked in the previous round.
