Eh? I think it's widely acknowledged that he essentially ran up and chucked for his 'teesra' - where people have estimated a straightening of 30 degrees. Don't remember him in the outfield - assuming he didn't underarm or bowl the ball in he would have thrown it then.

A lot of people also thought that some of the deliveries in the series were turning by 30 degrees, but it turned out that they actually turned by 7 or 8 degrees.

15 + 8 = 23

Does he mean to say he's allowed 8 over the 15 because of an accident? I'm confused.

No. He is not allowed to straighten more than 15 degrees like any other bowler.

Ajmal has a natural kink of 8.5 degrees due to his accident. So when bowling if he bends the arm up to 23.5 degrees and then straightens it back to 8.5 degrees (he can't straighten it more due to the accident) wouldn't that be legal because he has only straightened it by 15 degrees. Although we don't even know if he actually bends it by 23.5 degrees.

He meant he has a 23 degree bend in his arm but it straightens under the 15 degree limit - so under the rules.

Seems that this is correct. Ajmal is allowed to bend his arm up to 23.5 degrees, but the straightening law applies the same to him.
