Criminal offence or misdemeanour - where is the line?

The independent Commission setup by the CA itself later came out saying that they should be banned for a decent period atleast but they weren't because apparently they had been just fined earlier. Was such a cover up by CA without even revealing any information.

Yep it was handled dreadfully by them.

Warne and Waugh's offense is/ was a bannable offence. The worst part of the whole thing was the ACB not dealing with it transparently.
But they never revealed the details of the Bookie they were themselves in contact with and had taken money from. And neither did CA which could have prevented Salim Malik and others from continuing the same till 2000.

Not to forget they both were also in contact with John the bookmaker till 1995 before alleging that in 1994 Malik had offered them bribes.

1994 was before 1995. In any event I don't disagree with the point it was dealt with in just about the worst way imaginable.

CA should have set an example by banning them for a couple of years.
Yeah, should have been that way. But the precedent had to be set some day. If not Warne and Waugh that day, not Asif and Amir this year then it would have been someone else down the line.
The first bloke on the chopping block will always take it hard, but it's good for the game that a precedent has been set.

The specific details of the Bookie could have been a witness for the Pakistani players which was revealed by them only later to the Pakistani Judicial commision.

They Were fined in Feb 1995 for taking money in 1994. Their accusation came in Feb 1995. I am not sure why would anyone take their statement seriously on the matters of matchfixing ?

Am I being too cynical in thinking that one of the reasons that Warne and Waugh's antics were covered up by the ACB was because the two of them, Warne in particular, were key witnesses in their case against Salim Malik?
Think you're over-thinking it. My guess is that if it were two no-mark players the ACB would've been a whole lot more transparent. No more than simple self-interest on the part of the Aussie board for my quid.
