India doesn't look terrible, and Sri Lanka is no way as "flat" as people like to assume. Pakistan and WI are predictably dire. England and New Zealand are below SL which puts this "subcontinent = flat" theory into the dustbin.

Unfortunately I am at a loss as to how to obtain same stats excluding matches against minnows.

I do not think people are concerned with draws which are close to a result but are successfully batted out by the team batting last. The issue is when you have a game like this that does not ever look like approaching a result.
 
This sort of match takes place with alarming regularity in the subcontinent especially in Ind and Pak.Ahmedabad and Karachi 2009 were 2 of the most boring tests I've seen in a long time....this test was equally bad.....

Draws in England in the last 5 years:

v Australia 2005 Old Trafford - lost time to weather, Australia 9 down in 2nd innings
v Australia 2005 Oval - lost at least a day to weather
v Sri Lanka 2006 Lord's - Sri Lanka 9 down in 2nd innings, 9-10-11 batted out over 50 overs to save Test, roughly 50 overs play lost.
v Pakistan 2006 Lord's - from scorecard, looks like a flat pitch.
v West Indies 2007 Lord's - 40 overs lost on day 1, only 20 overs played on day 5.
v India 2007 Lord's - India 9 down in 2nd innings, over a day's play lost over the duration of the Test
v New Zealand 2008 Lord's - 40 overs lost on day 1, 35 on day 2, only 9 overs played on day 3.
v South Africa 2008 Lord's - flat pitch
v Australia 2009 Cardiff - flat pitch, time lost on days 3 and 4, England 9 down in 2nd innings
v Australia 2009 Edgbaston - ruined by weather

Only 2 of those Tests were drawn because the pitch was crap, every other drawn Test was either destroyed by rain, or was extremely close to a result that would likely have come had the lost time been able to be made up.

How many draws on the subcontinent have been because the weather has washed out large portions of play?

Similarily Tests in NZ are almost never drawn without serious losses of time to rain

06 vs. West Indies, Napier - lost over 3 days to rain
08 vs. West Indies, Dunedin - lost the second and final day to rain
08 vs. West Indies, Napier - days 2 and 3 were curtailed by bad light and rain robbing the match of a possibly vital 20 overs
09 vs. India, Napier - Gambhir blocked out 436 balls to get the draw for India after some domination from Ryder and Taylor on a flat pitch
09 vs. India, Wellington - Rain saved NZ at the last minute
09 vs. Pakistan, Napier - Pakistan's second innings took it all down to the wire but rain interfered with New Zealand undergoing a steep chase, Watling's run a ball 60 giving us the momentuem.

So 1 match where it was drawn without rain or bad light.

And in SL, the draws I could remember

Against PAK, Jul 2009 - SL had batted out of the skins to save th test. Mathews and Sanga put 150 odd for the 7th wicket to save the match.
Against ENG, @ SSC, Dec 2007 - 70 overs lost to rain
Against ENG, @ Galle, Dec 2007 - Once again rain saved England grom a crushing defeat
Against PAK, @ SSC, Jul 2006 - Pakistan played out of their skins to save the match, especially Shoaib Malik.

In that case not even draws in SL have been "bore" draws, except the recent borefest.

If so there should be a lot more grounds getting banned, not just this one.
The problem is that the ICC referees, officials, or whoever it is that deal with pitches don't seem to have a problem with pitches that offer nothing to bowlers, and for some reason have a massive problem with pitches that take "excessive" spin.

When South Africa toured India in 2008, we had one pitch that was a complete and utter road, one pitch that was green and offered plenty for the fast bowlers on the first morning before flattening out over days 2 and 3, and one pitch which took serious turn. Guess which pitch was reported?
 
The borefest was a result of a number of factors,not just the pitch.Granted it was a road but like the curator points out,both teams had very average test bowling attacks,esp India.Sri Lanka may have wanted to make sure they couldn't lose the series - again understandable.Other teams incl.India may have done just the same.

Mahela's criticisms are lolworthy. He says India should have declared early and tried to make a result. Well with this pitch and India's bowling, he must be kidding.
