We are not going by effectiveness in the IPL in terms of performance. Doesn't mean we can't gauge skills like say Sean Marsh is a terrific stroke player or Gagandeep Singh has nothing special in his bowling armoury.
People are so wound up on their absolutist philosophies that they are missing your completely valid point about Gagandeep Singh not being an international quality bowler.

who cares - last heard Sreesanth was being hauled up the cops for a raucous party and disturbing the peace of the neighbourhood - his antics will do a juvenile delinquent proud

heard he's again injured and out of action - certainly not missed

Sreesanth is injured and out for three months. His replacement (at the time), Ishant Sharma, is a lot better, but the Indians shouldn't (or rather, can't afford to) ignore someone who's taken five wickets against England in India, and also taken five against South Africa in South Africa. He's a freak case, but when he concentrates on his bowling (no histrionics at all), he's a lot better- and IPL is proof of that.

On the likes of Gagandeep again, it's a trade-off. You have Gagandeep (or Bose), who's a smart bowler, very fit, capable of moving the ball a lot, and has loads of wickets in India at a very little average- but lacks pace. On the other hand, you have pace prospects like VRV Singh (or Dinda) who bowl with a lot of pace, but they lack control, they lack variety, they don't bowl intelligently and are injured so often that they won't last a whole series. There's one who's got everything going for him except pace, while the other has nothing going his way except a little pace. Whom would you pick? All of this is solved easily with someone like Ishant Sharma at hand.
