Top 3 is perfect...But I won't keep a spin bowler among top 5 in Pakistan's all-time bowlers' list...Also, I shall probably keep Saqlain ahead of Qadir...

Not a terrible record either, but considering Pakistan's pace bowling attack was essentially just Imran and Sarfaraz during most of Qasim;s career, those figures achieve significance.
Actually, the stats you presented back up my argument. Aside from India and Pakistan, Qasim never took a five wicket haul in any other country, nor did he produce a match-winning performance outside the subcontinent. Compare that to Mushy, who has won matches, like I said, in Australia, New Zealand, England, and South Africa. Given that their overall records are matchable, I would always prefer a spinner who can spin you to victory outside of the spin-friendly tracks of India, Pakistan, rather than produce tidy performances.

There should be change in list,
You've forgotten Mushtaq Ahmad. And Saqlain should be at number 4. And where is Aqib Javed? He was obviously superior than Shoaib.
