They tend to favour those who have been playing averagely for a long time over those who have been doing very well for a shorter time.

Yeah, they're more ranked on achievements than ability in a way. Which is fair enough. In terms of ability they'll always be quite a bit off at times.

Yeah but this year Flynn's averaging 40+ while How is hovering in the 20's.

Hmm... I seem to remember Dhoni shooting to number one in the ODI rankings after a couple of good series'.

TBH, Flynn, Ryder and maybe McIntosh will rise up the rankings as they play more games Vettori will probably drop down as he isn't going to maintain his form of this year.
As mentioned before, the ranking favour those who are average for a long time over those who are good for a short time. Despite this, I am surprised McCullum is ranked lower than Vettori as he has probably still been a better batsmen over a period of time.

BTW, its a testament to how bad How has been that Flynn and Ryder are already ranked above him.

To be honest this Vettori averaged in
2003 53
2004 21.18
2005 63.50
2006 35.18
2007 39
2008 35.36

When you look at their averages over the period of McCullums career, they have remarkably similar records. Vettoris average is slightly higher due to the fact he has more not-outs, but this would be expected of a batsmen who bats lower down the order. When you take these out of the equation their averages close up. I have simply always thought of McCullum as the better batsmen.

The reason I feel he will slip down the rankings is that he has batted relatively few times in years where he has averaged his highest. For example, he batted only 9 times in 2003 and 2005, the years in which he averaged over 50. Also, he had only 4 innings in 2007, so his high average is misleading here as well.

As for his average this year, it is boosted significantly by playing Bangladesh, without which he would average 21.83 from 18 innings. Therefore this implies that in years where he is playing test standard nations only, he will average less.
