In response to Richard's request, I ran a revised list of County Champions based on points from match results only, i.e. no bonus points. Here is a summary:-
COUNTY CHAMPIONS 1968-1999 EXCLUDING BONUS POINTS
YEAR - ACTUAL CHAMPIONS -> REVISED CHAMPIONS
1968 - YORKSHIRE -> KENT
1970 - KENT -> KENT & GLAMORGAN
1977 - KENT & MIDDLESEX -> KENT, MIDDX & GLOUCESTERSHIRE
1980 - MIDDLESEX -> MIDDLESEX & SURREY
1981 - NOTTINGHAMSHIRE -> NOTTINGHAMSHIRE & SUSSEX
1983 - ESSEX -> ESSEX & MIDDLESEX
1987 - NOTTINGHAMSHIRE -> LANCASHIRE
1988 - WORCESTERSHIRE -> WORCESTERSHIRE & KENT
1991 - ESSEX -> ESSEX & WARWICKSHIRE
2004 - WARWICKSHIRE -> KENT
Kent gained three additional Championships, while Glamorgan, Gloucestershire, Surrey, Sussex, Middlesex, Lancashire and Warwickshire all gained one each (mostly shared).
Yorkshire, Nottinghamshire and Warwickshire each lost one.
So as with the re-calculated standings based on 12 for a Win and 4 for a Draw (see this thread:- http://www.cricketweb.net/forum/showthread.php?t=37452), Kent are the team to lose out most.
