if they were really concerned about the future development of players / specialist roles etc they could always seek to make local rule ammendments making it compulsory for teams to play certain types of players i.e. specialist openers & spinners, or to limit them i.e. 'allrounders'. They could then make it compulsory for certain bowlers to be used for a minimum number of overs per match.

They could apply this to both forms of the game and put the acid on the groundsmen to get it together re the pitches.

This could even be extended to a series of limited overs involving 'A' / development / Nth v Sth selections, where tactics, selections & strategies also come into consideration - one team could play the opening 15 over attack & the other could go for the conservation of wickets for the 'death'.

I think the idea of restricting states to what they can play would be very hard, if not impossible to enforce.

And if you're going to insist on bowlers bowling so much as well, why not just abandon the competition and have friendlies or nets?
