Ah, I see. That just means that he was his state's, Victoria, best player in the ING Cup. I assumed by state player of the year it was the national domestic award (by the same name) that they announce at the Allan Border Medal, which Jaques did infact win.

A bit more on Hussey:

Funnily enough, he has had poor seasons in England in OD cricket compared to excellent seasons in Australia. The best was last season in Australia though again followed by a poor season in England. [Cricket Archive]

His over all career records for Victoria and Nottinghamshire is indicative of this as well:
