Kirtley, exactly like Shoaib Akhtar, doesn't actually have any internal bending; his arm actually goes the other way, something that is completely impossible to avoid with an arm in the condition his is.
The only way to stop it would be to ban people with double-jointed elbows from bowling and you cannot morally justify that as it falls under extreme discrimination.

I'm pretty certain he was reported for a "suspect action" by the match ref when we toured Zimbabwe in 2001 so presume it must've been.
