Best Specialist Spin Bowler Who....

Hmm... the question seems to be asking who is a specialist spinner (ie can make their team on their spin bowling alone), yet is a decent batsman. From that, I can come up with:

Nicky Boje
Daniel Vettori
Upul Chandana
Brad Hogg (ODIs only)
Ashley Giles
Omari Banks
Chris Gayle (ODIs only)
Mohammed Rafique
Robin Peterson

Anil Kumble also deserves a mention of some sort. He has a few massive first class scores to his name I think.

I doubt Jayasuriya could make his team on his bowling alone, but he might be close at times with the ODI team....

The funny thing is I was sure I had, and I was just about to post telling you to look again, but in fact I hadnt put him there!

Afridi began as a batsman, possibly a batting allrounder, but not a spinner.
I mentioned Shoaib.

I dont belive that any of those players would make the Pakistan team on their spin bowling alone.

I dont think there is any doubt that Giles belongs in the group.

It appeared at one stage that he was being picked as a specialist number 8 batsman in test matches!

His West Indies series cleared that up though.

I stand corrected. Pretty surprising considering that he doesn't spin it much in general. Lately he's been doing a bit though.
