Yeah, I am not sure if Packer did it with the good of the game at heart, but what he did did start the process, and Dalmiya took it a few notches up with his shrewd business acumen and stuff... Surely, Dalmiya did more than Packer but that should not take away from what Packer did (whether he did it for his own good or of the game's does not matter, really)
