It's a compilation album as you've probably figured out by now. I would suggest you shelve it and just get the two studio albums plus Substance. Joy Division are easy to get into as you really only need those three albums. Still is pretty good but not essential.

I don't have Permanent (as I have all the tracks from the four albums that I mentioned) but looking at the track listing it's missing a lot of their more important work (Atrocity Exhibition, Decades, Disorder, Insight, Digital etc). More generally I think it's more rewarding to listen to albums as they were intended to be heard rather than listening to fragments in a compilation.

FTR, I slightly prefer the Permanent mix of Love Will Tear Us Apart, so it's not a complete waste.
