Well, I meant India as in Indian government. The BCCI adheres to the government stand very strictly. Perhaps the PCB realised that Miandad would be a major obstacle towards any possible BCCI support in future. I can't think of any valid reason why the PCB would otherwise seek to limit Miandad's powers knowing this might not be accpetable to him.
EDIT: Saw your point re: Ijaz Butt. Could be an ego hassle, I suppose.
